I have undergone xrays, ultrasounds, and an MRI and have been dignosed with a Baker's cyst, but the tests showed minimal arthritis and no meniscus tear. I have consulted three different orthopedic surgeons and have been told: 1. I need an arthoplasty to find and repair the cause of the cyst, then removal of the cyst. 2. I was not a surgical candidate because as there was no meniscus tear there would be no reason for an arthroscope and they don't just remove Baker's cysts; 3. Perform an arthroplasty to find and repair the cause of the cyst, then let the cyst heal itsself. Do you have any comments or suggestions as to how I should proceed from here? Needless to say I am completely confused.

Kiska.
The tear in the ligament is only one of the causes of a tear in the capsule which is the cause of all Baker's "cysts". Finding that rent and repairing it is the purpose of any surgery for a Baker's. The "cyst" does not have to be removed once the rent is repaired since your body will absorb the leaked fluid once there is no way for your joint space to continue replentishing it.
It is the responsibility of the surgeon to explain this to you. It is not "rocket science".

I've recently read a book titled "Pain Free", by Pete Egoscue, and he talks about functioning of the musculoskeletal system. He mentions Baker's Cysts, and what is happening and why, and what to do about it. I highly recommend the book.
