I had 2 breast biopsies FNA on a cyst in 3 months. First biopsy shows atypical cells and second shows benign bipolar cells(not sure on spelling), anyway doc says everything is ok. I cannot find any info on bipolar cells, so is this a step better than atypical or worse? Can this lead to BC?

Better. However, you are running up against the simplistic allopathic paradigm now proven false: "Nothing is wrong until one can see actual structural changes in the tissue."
Remember what they said before the microscope was invented?
All research now shows that the cells start to FUNCTION differently long before the structure changes.
The fact that your first biopsy showed SOME changes says that at least your function is starting to change.
NOW is the ideal time for you to start doing some preventive actions. The earlier in the process you start the easier and more effective prevention is.
Time to start learning and doing. The nice thing is that nearly all of these preventive actions also help general health at the same time.
