I luve in Vermont. Before I go to sleep my throat hurts a little, its not sore, just painful when swallowing, sometimes upon awakening I have a blockage like of phlegm in my throat, and usually one nostril is mildly blocked. Once Im up and about, Im ok. Would a cool mist humidifier help, or could it be more serious than that?

Yes, a large cool mist vaporizor would help IF you could keep it running 24 hours a day and have it close to the head of your bed while you are in it. You do not have to have it so close that it gets the bedclothes damp.
However, the best result would be a whole house humidifier that is capable of keeping the house at least at 40% humidity on the coldest nights.
Since it is nearly spring up there you might just suffer for a couple of months more and wait to try the vaporizor when the fall heating system starts to come on.
