I believe the eyes aren't adjusting/closing down to limit
the light coming in. I had this problem after a chemical
exposure injury though I don't know if that is your daughters
problem with having surgery and the cycle but what I think
helped mine was taking a multi mineral so I would try a
multi mineral and vitamin and see if that helps.

Hi, Ralph.
For this to be happening to her at this tender age, she has to have a genetic susceptibility to the problem. The current Human Genome Project says that at least 70-80% of genetically determined problems are resolvable by dealing with the environmental influences that up regulate or down regulate the individual genes involved, to produce a better phenotype (outcome).
First, look into Body Toddy, The Rockland Corporation, 12215 East Skelly Drive, Tulsa, OK 74128.
Next, learn about a "Perfect Whole-Food Diet" (Beth's Book in candida) for other micronutrients the eye needs for self-repair.
She will always have to pay attention to eye nutrients for the rest of her life since other eye problems will come in later years if she does not--that is the genetic legacy she has to bear: she needs a lot more than the average person for eye health.
Let us know how she does.

I would look into the possibility of mercury poisoining which is capable of causing both cataracts and light sensitivity. (So are other things.) I have seen many babies born with mercury poisoning (further exacerbated by the mercury in vaccinations.) from their mother's dental amalgams. I would get a Hair Mineral Analysis right away. Good luck.
