doomsday maps

these are all speculative, but what I haven't understood about recent sea level maps from science sources, is that they mostly just show coastal cities underwater. Doesn't water seek a level? Wouldn't a bunch of water flow into the rivers and widen them to or above their flood plains? Shouldn't all rivers get wider as sea levels rise?
And, of course, all the smaller waters, like creeks. I drive over little bridges over creeks and lesser rivers and see very little water in many of them, but you can see former levels in the sparse bush on the sides. Wouldn't they fill (or even over fill)?
