I'm in the southwest. we've had a LOT of rain lately and the yuccas are in bloom like crazy. A 30 minute drive sw of home showed me miles and miles of young yucca plants. Today I had to drive 40 minutes straight south and there were lots of young yuccas, but not as tall as the saturday ones. Today's were less than a foot tall, the saturday ones were 2-3 feet. I've noticed, with my lilac hedge, that one end blooms well before the other end, so I suppose it has to do with position of the sun.

a young plant has just a little greenery. Older yucca plants have a lot of green stuff and, often, a bent down brownish bunch on the outside- one year's growth that has died, but stays on the plant. When it goes to seed, the seeds are black and flat and hard.
